A government authority that is part of multiple Vision Realization Programs (VRPs) was mandated to develop the arts and culture sector of the nation. The client, which owns a number of initiatives and KPIs to execute in the various VRPs, needed help setting up and operating its vision realization office (VRO). Its CEO required strategic support for the decision-making process. The employees, who were mostly from the arts and culture sector, lacked the business skills necessary to assume the business owner roles required of them. The Strategy& team was drafted in to provide strategic support, set up and operate the VRO, and build the capabilities the client needed to execute its VRP initiatives.
To address the CEO’s needs, the Strategy& team acted as a strategy management office, suggesting options based on assessing international best practices and adapting them to the local culture sector. The team supported the CEO and management as they made key decisions on, for example, the framework for the cultural sector vision, opportunities to ensure financial sustainability, and the entity’s positioning vis-á-vis the ministry.
To set up and operate the VRO, the team began by designing the department, laying out the mission, vision, org design, governance, processes, job descriptions, and templates. Once the VRO was operational, the team managed communications and reporting to the various vision entities. They also developed business cases and presented them to the regulator for approval, to secure the office’s budget.
To build the client’s capabilities, the team onboarded, coached, and supported initiative owners throughout the life cycles of their initiatives, which encompassed definition of the initiative, business case, execution plan, request for proposals, vendor evaluations, benchmarks, and strategic decisions.
With the client’s VRO operating smoothly, and initiatives running their course without a hitch – from securing approvals for scope and budget, to launching execution and reporting to the regulatory entities on progress – the client earned a “top performer” reputation among its peers, and our team became the trusted advisors of the CEO and management team on all strategic decisions.
