Dr. Shihab Elborai is a Partner with Strategy& and a member of the Energy, Chemicals, and Utilities practice.
He serves major energy industry players across the Middle East and North Africa by redesigning strategy, policies, governance structures, and regulatory frameworks to navigate the shift from fossil fuels to renewables and to help build sustainable energy delivery systems. Shihab co-leads the firm’s cross-industry platform on Sustainability in the Middle East.

He is the author of several publications, including “The dawn of green hydrogen: Maintaining the GCC’s edge in decarbonized work”, “Three biases that impede local content development: Seeing through the illusions”, “The outlook for renewable energy in the GCC: Mostly sunny with a chance of rain”, and a chapter in the AFED 2013 report (“Financing Energy Supply: The Role of the Private Sector”).
Shihab received a Ph.D. in electrical engineering from the Massachusetts Institute of Technology (MIT), where he was the recipient of the Raymie Stata fellowship and the Carlton E. Tucker award for excellence in teaching undergraduates. He holds a master’s and a bachelor’s degree in electrical engineering and computer science from MIT.
